CHFA-10-FM Edmonton – New transmitter in Bonnyville

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences subject to such conditions related to the circumstances of the licensee as the Commission deems appropriate for the implementation of the broadcasting policy set out in section 3(1) of the Act and to amend any condition on application of the licensee.
  2. Pursuant to this authority, the Commission approves the application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for the French-language radio programming undertaking CHFA-10-FM Edmonton, Alberta, in order to operate a new transmitter in Bonnyville, Alberta, to rebroadcast the programming of its national network service ICI Radio-Canada Première. The Commission did not receive any interventions in connection with this application.
  3. The new transmitter will operate at 98.7 MHz (channel 245B) with an average effective radiated power (ERP) of 2,570 watts (maximum ERP of 12,300 watts with a directional antenna with an effective height of antenna above average terrain of 148.2 metres).
  4. The CBC noted that the programming of ICI Radio-Canada Première is currently broadcast to Bonnyville by a rebroadcasting transmitter belonging to the community (CHFB-FM BonnyvilleFootnote 1), which is operated by the Association canadienne-française de l’Alberta, Régionale de Bonnyville. The licensee indicated that it recently learned that the community no longer wishes to continue the operation of the service. The CBC also noted that it currently broadcasts its English-language Radio One service (CBX-1-FM Bonnyville) on the current site and wishes to take control of the broadcast of ICI Radio-Canada Première to ensure that this official language minority community is well served and does not lose the signal. The licensee proposed to use the existing facilities, maintain the current operating parameters, and replace the transmitter.
  5. Pursuant to section 22(1) of the Act, this authority will only be effective when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  6. The transmitter must be in operation by no later than 25 February 2023. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
