Summary of Proposal:
The Ministry of Transportation is seeking feedback on proposed regulatory changes to support economic deregulation of the passenger transportation vehicle (PTV) sector in Ontario, as provided for in Bill 213, the Better for People, Smarter for Business Act, which received Royal Assent on December 8, 2020.

MTO is committed to fostering an open and safe market to provide opportunities for new and existing businesses. Sector deregulation would make it easier for PTV operators to increase and provide new services to the travelling public while ensuring that safety continues to be a top priority. The proposed regulatory changes would balance road safety considerations, while also ensuring that the Province's regulatory environment does not create unnecessary barriers to innovation and improved transportation options.

MTO is soliciting feedback on the proposed regulatory changes to the PTV sector. For further details, please see the attached. These changes are proposed to come into force on July 1, 2021.

Analysis of Regulatory Impact:
It is anticipated that modernization of the sector will improve access to passenger transportation services across the province and improve passenger experience, while reducing overall costs to businesses. The regulatory changes align with Ontario's "Open for Business" initiative, support economic development and encourage innovation in Ontario's PTV sector.

Through this initiative, new regulatory requirements are proposed to protect the safety of passengers paying a fare to travel between municipalities in Ontario in vehicles with a capacity of less than 10 passengers. These changes are in line with requirements for for-profit transportation services for in vehicles of this size in Ontario municipalities and other Canadian provinces.
