  1. The Commission issued Call for comments – Funding next-generation 9-1-1 access services through the National Contribution Fund, Telecom Notice of Consultation CRTC 2022-65, 8 March 2022 (the Notice), in which it initiated a proceeding to examine whether the provision of next-generation 9-1-1 access services by telecommunications service providers should be funded, in whole or in part, through the National Contribution Fund. The deadlines originally established in the Notice were 7 April 2022 for the submission of interventions and 22 April 2022 for the submission of replies.
  2. On 14 March 2022, the Commission received a request from the Independent Telecommunications Providers Association (ITPA) to extend the intervention and reply deadlines for the Notice to 10 June 2022 and 30 June 2022 respectively.
  3. In its request, the ITPA submitted that as a trade association that relies on the volunteer efforts of its relatively small group of members, only a few of whom have dedicated in-house regulatory resources and none of whom have internal economics/costing expertise, it will be unable to fully develop its intervention to the level demanded by the issues considered in the Notice by 7 April 2022.
  4. The Commission received letters from TBayTel and the Public Interest Advocacy Centre in support of the ITPA’s request.
  5. The Commission is satisfied that the lack of dedicated resources to address questions of an economic nature may pose a challenge to the ITPA’s ability to provide fully developed interventions by 7 April 2022. Notwithstanding this, the Commission considers that it is in the best interest of Canadians to resolve the matters contained within the Notice as expeditiously as possible.
  6. Given the above circumstances, the Commission extends the deadline for the Notice as follows:
    • Deadline for submission of interventions: 21 April 2022
    • Deadline for submission of replies: 6 May 2022.
