Dear Presiding Officer, Tertiary Education and Research Bill (Wales) Bill passed by Senedd Cymru on 28 June 2022 Thank you for your letter of 29 June 2022 reminding me of my power under section 112 of the Government of Wales Act 2006 to refer the question of whether a Senedd Bill, or any provision of such a Bill, would be within the Senedd’s legislative competence to the Supreme Court for decision. I am of the view that none of the provisions in the Tertiary Education and Research (Wales) Bill are outside the legislative competence of Senedd Cymru and, therefore, I do not intend to make a reference.
