Canada's contribution to the International Plant Protection Convention standard-setting process: Open consultation

Open from July 1, 2022 to September 30, 2022

Each year, the International Plant Protection Convention conducts consultations with contracting parties on draft International Standards for Phytosanitary Measures (ISPMs). Through these consultations, each member country has the opportunity to share its perspectives and contribute towards improving the ISPMs. The CFIA is responsible for engaging partners and stakeholders, submitting comments on behalf of Canadians and ensuring that Canadian interests are considered and reflected in the ISPMs.

The topics of the 2022 consultations are as follows.

Draft ISPMs

For first consultation:

  • Draft 2022 amendments to ISPM 5 (Glossary of phytosanitary terms)
  • Draft annex to ISPM 37 (Determination of host status of fruit to fruit flies (Tephritidae)): Criteria for evaluation of available information for determining host status of fruit to fruit flies
  • Draft diagnostic protocols
    • Mononychelus tanajoa
    • Genus Ceratitis

For second consultation:

  • Revision of ISPM 4 (Requirements for the establishment of pest free areas)
  • Draft 2021 amendments to ISPM 5 (Glossary of phytosanitary terms)
  • Revision of ISPM 18 (Guidelines for the use of irradiation as a phytosanitary measure)
  • Draft annex to ISPM 20 (Guidelines for a phytosanitary import regulatory system): Use of Specific Import Authorizations
  • Draft phytosanitary treatment (PT):
    • Irradiation treatment for Pseudococcus jackbeardsleyi

Draft specifications for ISPMs:

  • Revision of ISPM 26 (Establishment of pest free areas for fruit flies (Tephritidae))
  • Annex to ISPM 46 (Commodity-specific standards for phytosanitary measures): International movement of mango (Mangifera indica) fruit
  • Annex to ISPM 23 (Guidelines for inspection): Field inspection (including growing-season inspection) 

Draft specifications for guides and training materials:

  • Guide for authorization of entities to perform phytosanitary actions
  • National reporting obligations (NROs) guide, revision
  • Guide for implementation of risk-based inspection for imported consignments
  • Phytosanitary capacity evaluation (PCE) facilitator training materials

The deadlines for comments are:

  • August 24, 2022, for comments on draft specifications for guides, training materials and International Standards for Phytosanitary Measures (ISPMs).
  • September 16, 2022, for comments on draft  ISPMs,  diagnostic protocols and phytosanitary treatments

Who is the focus of this consultation

All groups and individuals interested in plant health and willing to contribute feedback to any of the draft documents are encouraged to participate, including government organizations, importers, researchers and industry.

Key questions for discussion

Substantive, technical or editorial comments, concerns or questions on the draft documents are welcome.
