Explanatory Note

This Bill requires the Minister of Education and Early Childhood Development to create a program that ensures child-care workers are not required to pay child-care fees for their own children.

An Act to Amend Chapter 120
of the Revised Statutes, 1989,
the Early Learning and Child Care Act

Be it enacted by the Governor and Assembly as follows:

1 Chapter 120 of the Revised Statutes, 1989, the Early Learning and Child Care Act, is amended by adding immediately after Section 14 the following Section:

    14A (1) Subject to subsection (2), the Minister shall create a program, in accordance with the regulations, to ensure that a child-care worker is not required to pay any fees for child care provided to the worker's own child or children.

    (2) The money required for the purpose of this Section must be paid out of money appropriated for that purpose by the Legislature.

2 Subsection 15(1) of Chapter 20, as enacted by Chapter 33 of the Acts of 2018, is amended by adding immediately after clause (r) the following clause:

    (ra) respecting the program created under subsection 14A(1);
