Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2019-060) on June 29, 2020, with respect to a complaint filed by Valley Associates – Global Security Corporation (Valley Associates), of Ottawa, Ontario, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W8476-195904/A) by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation was for high-risk search equipment and multi-threat detection tools.

Valley Associates alleged that the winning bidder was non-compliant, that the procurement process gave rise to an apprehension of bias, and that it was denied a reasonable opportunity to react to modifications to the tender specifications.

Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was not valid.

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal made a determination (File No. PR-2019-067) on July 20, 2020, with respect to a complaint filed by Northern Ireland Security Intelligence Training International Ltd. (NISIT), of Northampton, United Kingdom, pursuant to subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C., 1985, c. 47 (4th Supp.), concerning a procurement (Solicitation No. W8476-196077/A) by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation was for explosives detection equipment.

NISIT alleged that the contract was improperly awarded to a non-compliant bidder.

Having examined the evidence presented by the parties and considered the provisions of various trade agreements, the Tribunal determined that the complaint was not valid.

Description of critical habitat of Blanding’s Turtle (Great Lakes / St. Lawrence population) in Rouge National Urban Park

The Blanding’s Turtle (Emydoidea blandingii) is a medium-sized, semi-aquatic turtle with a distinctive bright yellow chin and neck. The habitat used by Blanding’s Turtle varies seasonally and includes upland forests as well as freshwater environments such as lakes, permanent or temporary pools, slow-flowing streams, marshes and swamps. The Great Lakes / St. Lawrence population is listed on Schedule 1 of the Species at Risk Act. In Canada, this population occurs around the Great Lakes in southern Ontario and extends northwest towards the Chippewa River and east into the southwestern most portion of Quebec.

The Recovery Strategy for the Blanding’s Turtle (Emydoidea blandingii), Great Lakes / St. Lawrence population, in Canada identified critical habitat for this species within Rouge National Urban Park.

Notice is hereby given, pursuant to subsection 58(2) of the Species at Risk Act, that 90 days after the date of publication of this notice, subsection 58(1) of the Act will apply to the critical habitat of the Blanding’s Turtle as identified in the recovery strategy for that species that is included in the Species at Risk Public Registry, and that is located within Rouge National Urban Park, the boundaries of which are described in the Rouge National Urban Park Act.
