CBKF-FM Regina – New transmitter in Prince Albert

  1. The Commission has the authority, pursuant to section 9(1) of the Broadcasting Act (the Act), to issue licences for such terms not exceeding seven years and, in the case of the Canadian Broadcasting Corporation (CBC) subject to such condition as the Commission deems consistent with the provision of the programming contemplated by sections 3(1)(l) and (m) of the Act, as well as to amend those conditions on application of the licensee.
  2. Pursuant to this authority, the Commission approves the application by the CBC to amend the broadcasting licence for the French-language radio programming undertaking CBKF-FM Regina, Saskatchewan, to operate a new transmitter in Prince Albert to rebroadcast the programming of its national network service ICI Radio-Canada Première. The Commission did not receive any interventions in regard to this application.
  3. The new transmitter will operate at 90.1 MHz (channel 211B1) with an average effective radiated power (ERP) of 1,224 watts (maximum ERP of 4,985 watts with a directional antenna with an effective height of the antenna above average terrain of 186.5 metres).
  4. Currently, the Société canadienne-française de Prince Albert inc., which operates a transmitter owned by the community, rebroadcasts this programming in Prince Albert. However, it no longer wishes to provide this service. The CBC is committed to continue providing the service to the community with the addition of this new transmitter.
  5. The approval of this application will ensure that this official language minority community will continue to receive the French-language radio programming broadcast by CBKF-FM Regina.
  6. Pursuant to section 22(1) of the Act, this authority will be effective only when the Department of Industry notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
  7. The transmitter must be in operation by no later than 7 August 2022. To request an extension, the licensee must submit a written request to the Commission at least 60 days before that date, using the form available on the Commission’s website.
