Amending O. Reg. 277/19
(GRANTS FOR STUDENT NEEDS - LEGISLATIVE GRANTS FOR THE 2019-2020 SCHOOL BOARD FISCAL YEAR)
1. Paragraphs 1 to 5 of subsection 16 (1) of Ontario Regulation 277/19 are revoked and the following substituted:
1. The amount determined by multiplying $6,380.84 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in junior kindergarten and kindergarten.
2. The amount determined by multiplying $5,863.00 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 1 to 3.
3. The amount determined by multiplying $4,878.47 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 4 to 8.
4. The amount determined by multiplying $224.54 by the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 7 and 8.
5. The amount determined by multiplying $4,961.60 by the current fiscal year’s day school average daily enrolment of secondary school pupils.
2. (1) Paragraph 1 of subsection 17 (4) of the Regulation is amended by striking out the portion before the Table and substituting the following:
1. For each qualifying sole elementary school described in the following Table, determine an amount by multiplying $56,549.24 by the applicable number or formula specified in the Table:
(2) Paragraph 2 of subsection 17 (4) of the Regulation is amended by striking out the portion before the Table and substituting the following:
2. For each qualifying sole secondary school or qualifying combined school described in the following Table, determine an amount by multiplying $59,570.00 by the applicable number or formula specified in the Table:
3. Paragraphs 1 to 3 of section 19 of the Regulation are revoked and the following substituted:
1. Multiply the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in junior kindergarten, kindergarten and grades 1 to 3, by $1,033.05 to determine the enrolment-based special education amount for junior kindergarten to grade 3.
2. Multiply the current fiscal year’s day school average daily enrolment of elementary school pupils, counting only pupils enrolled in grades 4 to 8, by $793.52 to determine the enrolment-based special education amount for grades 4 to 8.
3. Multiply the current fiscal year’s day school average daily enrolment of secondary school pupils by $523.78 to determine the enrolment-based special education amount for secondary schools.
4. (1) Paragraph 1 of subsection 21 (1) of the Regulation is revoked and the following substituted:
1. $467,773.13 as a base amount for the collaboration and integration component.
(2) The Table to subsection 21 (1) of the Regulation is revoked and the following substituted:

(3) Paragraphs 1 to 4 of subsection 21 (2) of the Regulation are revoked and the following substituted:
1. $101,161.24, if the board employs one person described in subsection (3) during the fiscal year.
2. $202,322.48, if the board employs two persons described in subsection (3) during the fiscal year.
3. $303,483.72, if the board employs three persons described in subsection (3) during the fiscal year.
4. $404,644.96, if the board employs four or more persons described in subsection (3) during the fiscal year.
5. Clause 22 (2) (b) of the Regulation is revoked and the following substituted:
(b) the board has made a special incidence claim for the pupil for the current fiscal year in an amount not exceeding $28,163, in accordance with the publication mentioned in clause (a), and the Minister has approved the claim.
6. Paragraphs 1 and 2 of subsection 24 (2) of the Regulation are revoked and the following substituted:
1. $179,733 as a base amount.
2. The amount determined by multiplying the current fiscal year’s day school average daily enrolment of pupils by $5.93.
7. (1) Paragraphs 1 to 3 of subsection 27 (2) of the Regulation are revoked and the following substituted:
1. Multiply $306.91 by the number of pupils enrolled in any of grades 4 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 20 or more minutes but less than 60 minutes per school day.
2. Multiply $349.66 by the number of pupils enrolled in any of grades 4 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 60 or more minutes but less than 150 minutes per school day.
3. Multiply $391.16 by the number of pupils enrolled in junior kindergarten, kindergarten or any of grades 1 to 8 who are scheduled on October 31 of the current fiscal year to take instruction in French for an average of 150 or more minutes per school day.
(2) Paragraph 1 of subsection 27 (3) of the Regulation is amended by striking out the portion before subparagraph i and substituting the following:
1. Determine an amount for grades 9 and 10 instruction in the subject of French by multiplying $79.05 by the total of the amounts determined under the following subparagraphs:
(3) Paragraph 2 of subsection 27 (3) of the Regulation is amended by striking out the portion before subparagraph i and substituting the following:
2. Determine an amount for grades 9 and 10 instruction in a subject other than French if the language of instruction is French by multiplying $130.04 by the total of the amounts determined under the following subparagraphs:
(4) Paragraph 3 of subsection 27 (3) of the Regulation is amended by striking out the portion before subparagraph i and substituting the following:
3. Determine an amount for grades 11 and 12 instruction in the subject of French by multiplying $104.55 by the total of the amounts determined under the following subparagraphs:

4. Determine an amount for grades 11 and 12 instruction in a subject other than French if the language of instruction is French by multiplying $202.75 by the total of the amounts determined under the following subparagraphs:

9. Paragraphs 1 to 3 of section 30 of the Regulation are revoked and the following substituted:
1. Multiply $768.36 by the number of elementary school pupils on October 31 of the current fiscal year.
2. Multiply $881.08 by the current fiscal year’s day school average daily enrolment of secondary school pupils.
3. Multiply $19,078.19 by the number of elementary schools that are governed for the first time by the board in September of the current fiscal year.
10. (1) Paragraphs 2 to 9 of subsection 31 (2) of the Regulation are revoked and the following substituted:
2. Multiply the number determined under paragraph 1 by $942.29.
3. Multiply by $49,301.18 the number of elementary schools that are qualifying sole elementary schools.
4. Multiply the current fiscal year’s day school average daily enrolment of secondary school pupils by the broader community factor (2011) percentage specified for the board in Column 2 of the Table to this subsection.
5. Multiply the number determined under paragraph 4 by $411.35.
6. Multiply by $92,482.36 the number of secondary schools that are qualifying sole secondary schools or qualifying combined schools.
7. For each qualifying sole secondary school or qualifying combined school, determine an amount as follows:
i. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is more than zero but less than 100, the amount is $86,362.36.
ii. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 100 or more but less than 200, the amount is $129,543. 54.
iii. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 200 or more but less than 300, the amount is $172,724.72.
iv. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 300 or more but less than 400, the amount is $215,905.90.
v. If the current fiscal year’s enrolment or the current fiscal year’s combined enrolment of the school, as the case may be, is 400 or more, the amount is $259,087.08.
8. Total the amounts determined under paragraphs 2, 3, 5, 6 and 7.
9. Add $314,037.31 to the amount determined under paragraph 8.
(2) Subsection 31 (3) of the Regulation is amended by striking out the portion before clause (a) and substituting the following:
(3) The PANA funding level is the amount determined by multiplying $4,139 by the total of,
11. (1) Paragraphs 1 and 2 of subsection 32 (2) of the Regulation are revoked and the following substituted:
1. Multiply $1,439.37 by the number of elementary school pupils who, on October 31 of the current fiscal year, are scheduled to take instruction in the subject of an Indigenous language for an average of at least 20 minutes but less than 40 minutes per school day.
2. Multiply $2,159.06 by the number of elementary school pupils who, on October 31 of the current fiscal year, are scheduled to take instruction in the subject of an Indigenous language for an average of at least 40 minutes per school day.
(2) Paragraphs 1 to 4 of subsection 32 (3) of the Regulation are revoked and the following substituted:
1. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a level one, level two or level three listed course taught on a non-semestered basis by the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions.
2. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a level one, level two or level three listed course taught on a semestered basis by the total of the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.
3. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a grade 11 listed course or grade 12 listed course taught on a non-semestered basis by the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions.
4. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in an Indigenous language that is a grade 11 listed course or grade 12 listed course taught on a semestered basis by the total of the number of pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.
(3) Paragraphs 1 and 2 of subsection 32 (4) of the Regulation are revoked and the following substituted:
1. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in Indigenous studies taught on a non-semestered basis by the number of secondary school pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions.
2. Multiply $1,199.48 by the total of the products determined by multiplying the credit value of each listed course in Indigenous studies taught on a semestered basis by the total number of secondary school pupils enrolled in the listed course on October 31 of the current fiscal year who meet at least one of the October high-credit conditions, and the number of secondary school pupils enrolled in the listed course on March 31 of the current fiscal year who meet at least one of the March high-credit conditions.
(4) Paragraph 4 of subsection 32 (5) of the Regulation is revoked and the following substituted:
4. Multiply the number determined under paragraph 1, 2 or 3, as the case may be, by $192.90.
12. (1) Subparagraph 1 i of section 33 of the Regulation is revoked and the following substituted:
i. Take the lesser of $647,717.70 and the amount determined using the following formula:
$74,906.13 + (A× $11,456.23)
in which,
“A” is the greater of one and the current fiscal year’s enrolment of the school.
(2) The formula in subparagraph 1 ii of section 33 of the Regulation is revoked and the following substituted:
A × $4,039.17 + B × $5,197.29 + C × $4,212.76
(3) Subparagraph 1 iv of section 33 of the Regulation is revoked and the following substituted:
iv. Calculate an amount using the following formula:
A – (B × $1,587.11)
in which,
“A” is $0 if B is less than 16, $40,582.78 if B is at least 16 and less than 42, and $81,165.56 in all other cases, and
“B” is the current fiscal year’s enrolment of the school, counting only pupils enrolled in junior kindergarten and kindergarten.
(4) Subparagraph 2 i of section 33 of the Regulation is revoked and the following substituted:
i. Take the lesser of $647,717.70 and the amount determined using the following formula:
$74,906.13 + (A × $11,456.23)
in which,
“A” is the greater of one and the current fiscal year’s combined enrolment of the school, counting only elementary school pupils.
(5) The formula in subparagraph 2 ii of section 33 of the Regulation is revoked and the following substituted:
A × $4,039.17 + B × $5,197. 29 + C × $4,212.76
(6) Subparagraph 2 iv of section 33 of the Regulation is revoked and the following substituted:
iv. Calculate an amount using the following formula:
A – (B × $1,587.11)
in which,
“A” is $0 if B is less than 16, $40,582.78 if B is at least 16 and less than 42, and $81,165.56 in all other cases, and
“B” is the current fiscal year’s combined enrolment of the school, counting only pupils enrolled in junior kindergarten and kindergarten.
(7) Subparagraphs 4 i to iii of section 33 of the Regulation are revoked and the following substituted:
i. Calculate an amount using the following formula:
$63,449.90 + (A × $22,912.46)
in which,
“A” is the greater of one and the current fiscal year’s enrolment of the school.
ii. Take the lesser of the amount calculated under subparagraph i and $1,209,073.04.
iii. Subtract the amount determined using the following formula from the amount taken under subparagraph ii:
A × $3,936.40
in which,
“A” is the current fiscal year’s enrolment of the school.
(8) Subparagraphs 5 i to iii of section 33 of the Regulation are revoked and the following substituted:
i. Calculate an amount using the following formula:
$63,449.90 + (A × $22,912.46)
in which,
“A” is the greater of one and the current fiscal year’s combined enrolment of the school, counting only secondary school pupils.
ii. Take the lesser of the amount calculated under subparagraph i and $1,209,073.04.
iii. Subtract the amount determined using the following formula from the amount taken under subparagraph ii:
A × $3,936. 40
in which,
“A” is the current fiscal year’s combined enrolment of the school, counting only secondary school pupils.
13. (1) Subparagraphs 1 i to v of subsection 34 (2) of the Regulation are revoked and the following substituted:
i. multiply the current fiscal year’s day school average daily enrolment of pupils by $0.01792,
ii. subtract the amount determined under subparagraph i from $330.05,
iii. multiply the amount determined under subparagraph ii by the current fiscal year’s day school average daily enrolment of elementary school pupils,
iv. multiply the current fiscal year’s day school average daily enrolment of pupils by $0.01792,
v. subtract the amount determined under subparagraph iv from $330.05,
(2) Subparagraphs 2 ii to vi of subsection 34 (2) of the Regulation are revoked and the following substituted:
ii. multiply the number determined under subparagraph i by $0.02059,
iii. subtract the amount determined under subparagraph ii from $258.36,
iv. multiply the amount determined under subparagraph iii by the current fiscal year’s day school average daily enrolment of elementary school pupils,
v. multiply the number determined under subparagraph i by $0.02059,
vi. subtract the amount determined under subparagraph v from $258.36,
(3) Subparagraphs 3 ii to vi of subsection 34 (2) of the Regulation are revoked and the following substituted:
ii. multiply the number determined under subparagraph i by $0.02200,
iii. subtract the amount determined under subparagraph ii from $176.02,
iv. if the amount determined under subparagraph iii is greater than zero, multiply it by the current fiscal year’s day school average daily enrolment of elementary school pupils,
v. multiply the number determined under subparagraph i by $0.02200,
vi. subtract the amount determined under subparagraph v from $176.02,
