Is it uneconomic to process the product domestically? And does the product increase utilization and, therefore, decrease the waste in the forest? Those are samples of the criteria. As far as who can apply, any manufacturer can make application for the exemption. And how is it adjudicated? Well, that's delegated statutory decision-making authority under the regional executive director or the director of trade and export policy.
