Mr. Speaker, it would be a mistake if we tried to develop a national plan that was completely done by the national government. It is indeed something that will be done through collaboration with the provinces. The first stop in this exercise needs to be Quebec. We should have a real thorough look at how it has been so successful at this, and then try to see how we can apply this model to other provinces, respecting the fact that everything is different from province to province to territory.There is a great opportunity here, and I think the provinces will have to be partners in this. They will have to want it too, which is why it will take negotiations and discussions with the provinces.To answer the member's question, I do not know what the exact cost will be, but I do know that it is something the feds want to do. If the provinces want to do it, I am sure we can find the solution.
